Business Advisory Program
The Queensland Government has funded a program of capacity-building activities to support Queensland Community Housing Providers (CHPs) and Indigenous Community Housing Organisations (ICHOs), to grow and access funding opportunities. The Community Housing Futures Program (CHFP) was established in late 2022 to improve the long-term viability and strength of CHPs by enhancing and supporting access to training, education, tools, and specialist business advisory services. This program was delivered in 2023-2025. The Queensland Government has allocated a further $4 million (GST exclusive) to extend the program for an additional two years, spanning 2025-2027.
Two streams of funding are available to CHPs and ICHOs:
- Stream 1: General grants program open to all CHPs and ICHOs
- Stream 2: Specialist grants program for ICHOs.
Grant applications for the General Grant Stream have now closed and are currently under assessment. If you have any questions regarding this process, please reach out to the CHFP team.

Business Planning Project and business planning, preparation of business cases, forming partnerships, monitoring. |

Property Development Developing or procuring new social and affordable housing, mixed tenure, sustainable and accessible property design, urban planning, and place-making. |
Risk Analysis & Management Understanding risks (business, financial, policy, governance etc.) and managing, monitoring and mitigating risk. |

Partnership Development Costs associated with developing strategic and operational partnerships to deliver more housing supply. |
Growth Readiness Assessments Costs associated with developing growth readiness assessments. |

Strategic Asset Management Costs associated with developing or strengthening strategic asset management and strategic asset management plans (SAMP). |
Internal Capability Uplift Costs associated with increasing the internal capability of CHOs and ICHOs to deliver growth in social and affordable housing. |

Feasibility Cost associated with assessing the feasibility of proposed developments. |
Development of Tools, Resources, Templates or Advice Where the benefits extend to more than one organisation. This could include bulk purchasing of systems infrastructure. |

Indigenous Community Housing NRSCH Registration Assistance Costs associated with developing policies, procedures and business and risk plans to make an application for NRSCH registration. |
Indigenous Community Housing Evaluation of Growth Potential Costs associated with independent identification and advice on areas where organisational capability needs to be stronger to support growth (i.e. readiness) linked with follow-up business advice as below. |

Submit an Expression of Interest (EOI) to request to join the Panel as a Professional Service Provider
Eligible Organisations
The General grants stream is targeted to organisations that are growth-ready or likely to grow and meet the eligibility criteria.
Organisations must meet all of the following criteria to be eligible for funding under this stream:
- Organisations must be a community housing provider or an Indigenous Community Housing Organisation (under the National Regulatory System for Community Housing (NRSCH), or the Queensland State Regulatory System for Community Housing (QSRSCH).
- Organisations must be delivering or intending to deliver additional housing supply in Queensland.
- Organisations must have supply growth as a strategic objective.
The Indigenous Community Housing grants stream is targeted to ICHOs who meet the eligibility criteria to support any growth-related activity.
Organisations must meet all the following criteria to be eligible for funding under this stream:
- Organisations must be an Indigenous Community Housing Organisation that is NRSCH or QRSCH registered or intends to become registered.
- Organisations must be delivering or intending to deliver additional housing supply in Queensland.
Organisations that were recipients of a grant during Round 1 and Round 2 of the Community Housing Futures Business Advisory Program are eligible to submit applications provided all previous acquittals have been completed.
